The State of California Employment Training Panel (ETP) provides funding to employers to assist in upgrading the skills of their workers through training. Businesses determine their own training needs and apply to ETP for funding to support their training needs.
ETP will fund courses on specific safety topics, especially where the trainee earns a certificate of competency after successful completion. Three certified training programs with specific safety content have been approved for ETP funding:
- OSHA 10-Hour and 30-Hour Outreach Training for Construction and General Industry
- HAZWOPER – OSHA’s Hazardous Waste Operations and Emergency Response Standard
- HAZMAT – OSHA’s Hazardous Materials Standard
Details regarding funding for these programs include:
- All hours of computer-based (CBT) or classroom training are approved for funding as required to obtain or retain certification.
- Although field work may be a requirement for certification, ETP will not fund field work.
- All OSHA 10/30 and HAZWOPER coursework and instructors must be approved and certified by Cal/OSHA.
- All HAZMAT coursework and instructors must be approved and certified by Caltrans or another government entity.
- Single employers are eligible, but training must be ancillary to other job skills training identified in the curriculum. This requirement is applicable to the curriculum as a whole and is not applied on a per-trainee basis.
- All OSHA 10/30 and HAZWOPER/HAZMAT training should “stand alone” in the curriculum as a separate type of training.
- Requests to add OSHA 10/30 and HAZWOPER/HAZMAT training to an existing ETP contract may be processed as a modification or in-house amendment.
